Revitalizing Historic Downtown Council Bluffs

MSCB, Inc. recognizes downtown Council Bluffs as the heart and soul of our community. We join other communities in Iowa, that have developed similar private-public partnerships, in revitalizing our central business district to improve our social and economic well being of our entire community. Our goal is economic restructuring within the context of Historic Preservation while celebrating the rich history of Council Bluffs, to creating a unique, vibrant well-connected village within the community of Council Bluffs. As of November 2011, we have received our 501(c)3 non-profit status.

For 15 years government, business and philanthropy have invested tens of millions of dollars in the hard infrastructure of our historic downtown. We have invested comparatively little in our soft infrastructure of grassroots leadership development, quality programming, joint promotion of community activies with active recruitment of and support for additional community based activies. Implementation of the "Main Street Approach(r)" business model will fill that gap. It will bring more life to our downtown for enjoyment of the community!!!

The "Main Street Approach(r)" business model:

• Is professionally managed but volunteer-driven.

• Requires three years of working capital at inception

• Has revitalized dozens of downtowns over the last 25 years and is the most reliable path to complete and sustain downtown revitalization.

Experienced professional management is key to implementation and capitalizing MSCB, Inc. is key to attracting that talent. Your support and that of our neighbors - downtown investors, professionals, employers and merchants - is instrumental in motivating government and institutional donors.

Our Program Director will:

• Be the key spokesperson and advocate for the downtown revitalization effort.

• Work with volunteers to develop and aggressively implement an Action Plan.

• Encourage visual improvements to downtown properties.

• Market and promote downtown activities and events.

• Build/maintain relationships with government and community organizations.
